Is "grudge and gamblers" on Saturday afternoon open to anyone who wants to run their car to determine times as on "test and tune" Thursday?

Sat Grudge and Gamblers is the same as test and tune Thursday only difference being we have a Gamblers race on Sat as well as Test and Tune.
